        The purpose of study is to provide a model for the participation of the nongovernmental sector in higher education financing. By examining theoretical foundations and researches, a number of indicators and factors influencing the ways of financing higher education were identified and then during a semi-structured interview with 12 faculty members who had experience in financing ways, A total of 50 indicators were identified and then, by the content validity of the indicators adjusted and finally were approved by the experts for 11 factors influencing and based on the obtained indicators, a questionnaire with 41 items was formulated. The questionnaire distributed and collected in a field study among 392 faculty members of the Humanities University of Tehran province, which were selected by available sampling method. The results showed that in state universities, the government had the largest share and the creation of a higher education bank had the lowest share in funding. While in private universities, students (tuition) have had the largest share of contributions and loans or loans from international institutions having had the smallest share in funding.         The aim of this study is to provide a comprehensive literature on improving the competitive advantage of businesses through higher education to provide a comprehensive framework of the role of higher education in promoting the competitive advantage of businesses. This research is applied in terms of purpose and is done by qualitative method beyond research synthesis. The statistical population is all studies conducted in the period 1991-2018. n the field of the subject, 150 studies were evaluated and finally 28 articles were selected purposefully. And the systematic composition was selected and analyzed and its validity was confirmed by testing structural equations. The results showed that the most important key components of learning society are political environment, economic environment, legal environment, knowledge production, human capital, research, information technology , social capital, contract implementation, tax system, institutional regime. , Attracting knowledge, good governance, total productivity of inputs, product quality, and innovation are in three categories: contextual, intermediate and independent factors. Finally, after 6 stages of research, the model of promoting the competitive advantage of businesses was presented through higher education. Competitive Higher Education Centers in a Dynamic Learning Community, Free Economic System, and Democratic Political System, by promoting knowledge production, human capital accumulation, social capital accumulation, and innovative interactions with industry, government, and civil society, to promote Competitive advantage and competitiveness help businesses.         Objective: In Iran policymaking in higher education has been done by using a bureaucratic approach regardless of market and real demand for the disciplines, in recent years. Ignorance of the students’ priorities and their attitudes in choosing field of study has led to the unbalanced development of the higher education system and inability to respond to the needs of society. The aim of this study is to identify, evaluate and model effective factors in the utility of disciplines based on students’ attitudes. Methods: In this exploratory study, the private utility factors of disciplines from the students' points of view, in Tehran universities, were identified, categorized and analyzed simultaneously using Partial Least Squares Structural Equation Modeling technique (PLS-SEM) and Smart PLS 3.2.9 software. Results: The initial model of private utility of disciplines in this study had 5 constructs and 29 indicators, while the final model includes 3 constructs and 13 indicators. Finally, in addition to multi-group analysis for some nominal variables, the model and Private Utility Function for disciplines were presented. Private Utility Function can be used to measure and compare disciplines utility scores. Conclusion: This study contributes to the need for demand analysis of disciplines in policymaking in higher education. The final model showed that the private utility of disciplines depends on 3 constructs: field-characteristics, university-characteristics and job-characteristics. The students declared that only 13 of 29 indicators, were asked for, are important in choosing a field of study and the cost is not an effective variable. Based on the results, it is suggested that higher education policymakers focus on the constructs and indicators in order to lead students to prioritized area in development programs of country and manage the demand for other disciplines. Since, the cost was not an important variable in final model, financing policies for disciplines could be revised to optimize the government budget allocation. Manuscript profile

        Abstract: Aim: The present study was the effect of professional ethics model of higher education managers on their performance. This research was applied in terms of purpose and descriptive (survey) in terms of data collection. Methods: The statistical population studied in this study included specialists, academic and organizational experts including officials of the central organization, heads and deputies of departments, heads of faculties and group managers and experts and directors of higher education of the Islamic Azad University of Tehran. Based on morgan table and simple random sampling method, 300 of them were selected as the sample size. To collect data, the professional ethics questionnaire of higher education managers and the performance questionnaire were used. Results: The path coefficients, which are interpreted as “standardized regression beta coefficients”, were used to test the research and to determine the effect of the two variables, and the t-value was used to evaluate the significance of the effect. The value of coefficient of significance (t-statistic) for the two research variables is more than 1.96 and the calculated t-test is larger than the critical t-test at the level of error of 1%. Therefore, the professional ethics of managers is effective on their organizational efficiency and its effect is 0.913 and its direction is positive. Conclusion: The results showed that the professional ethics model of higher education managers has a positive and significant effect on improving their efficiency. Therefore, improving the efficiency of employees depends on having a knowledgeable, competent and artistic manager with professional ethics. An efficient and effective manager will be able to improve the level of efficiency of employees by removing obstacles and creating the necessary conditions. Manuscript profile
